Study Tour to Poland Strengthens Central Asian Lawyers’ Knowledge of Legal Clinic Operation

“Equal Before the Law: Access to Justice in Central Asia” sent nine participants from Kazakhstan, Kyrgyzstan and Tajikistan on a law clinics study tour in Poland from October 8-10, organized by the Polish Legal Clinics Foundation. Altogether, the law faculties of seven Central Asian universities were represented.

The social context of justice and the performance of judicial courts have undergone enormous transformations during the last decades, amending social conscience as what regards to the importance of the role of judicial power in the construction of a democratic Rule of Law and the rising of the social and political visibility of courts. Recent considerations regarding justice administration specificities stress the intentions of raising the quality and transparency of judicial systems and privilege the factors, internal and external, that influence the performance of courts and the reinforcement of their legitimacy.This paper focuses on pointing out routes that may contribute towards the quality of justice and consequent increase of social trust, beneficiating from reflections developed by Pim Albers, Special Advisor of The European Commission for the Efficiency of Justice (CEPEJ) of the Council of Europe, and from the analyses of the various intervenients.

A Handbook for Measuring the Costs and Quality of Access to Justice

The Handbook outlines the practical steps in measuring the costs and quality of paths to justice from the perspective of its users. It is a tool for academics, practitioners, and other people and organizations who are measuring the users’ perceptions of paths to justice. The Handbook integrates practical knowledge and formats for implementation based on good practices. It aims to provide answers to such questions so that citizens using the justice system can voice their needs and providers of justice services can improve their processes. It measures the costs, quality of the procedure, and quality of the outcome of a particular path to justice.
